No E2 holograms, its just very small PHX3 props. So all you need for it to work is PHX3. And possibly NoCollide Multi.

I know what you are thinking, especially you server owners. Won't this lag? Don't all these props hit each other and crash stuff?

Well the city comes in both collidable and non-collide-able versions. So some minge MAY try and abuse this, but it's no worse than the drunk combine :p.
