Theres something called QoS, Quality of Service, on some routers. You could limit the amount going to each port on your router, but I searched all over the internet, and I couldn't find anything that would "Split Bandwidth" Among computers, there is probably something out there, but I can't find it.

Well I don't know about the specific monitor, but usually there's a menu button you can work with, and a size feature in the menu bar, then you should be able to stretch the screen out to fit the monitor.
