there doesn't exist a rank spoofer as far as i know. what can "spoof" your rank, however, is a savegame file with the max rank, and hence when you play on MP, it shows that rank. kinda silly though, your skills tell alot about yourself.

OpenDNS was also recently used to "fix" that security exploit with BIND having a vulnerability in DNS records spoofing. Try it, might actually save you from being phished.

I'd reccommend you keep the CSS server away from the file server if you're anticipating high file/disk activity. Say you use it for torrenting, it's gonna impact performance of CSS in regards to disk writing. Cos the hard disk is probably about the slowest component.

Your cafe should probably.. well, the bandwidth you will need is determined by how many computers you intend to have online (i.e, internet) at the same time. Settle for a gigabit switch for local/LAN play. Should be more than sufficient.
