I thought of an idea (Don't know why anyone thought of this before). It is based on the function of SteamUp! and how it can change the directory of the steam.dll, I was thinking that if someone could make a similar patch but instead target it at steam not having to connect to steam cloud for loadout and instead just go straight for the items440.bin, that would be awesome.
If noone can be bothered to do this, post a link to the basics of C++ so I can learn how to code the patch.
