Hi!
I've got a question referring to the Cafй Account. If I donate 25$ I will get a cert or am I wrong? If not, which games can I play with this cert? Can Valve ban me with this cert?

you don't actully get the cert. You get a little app which will allow you to connect remotly to a cert. You have to look up the prices on cafe.freesteam.org and yeah you get a shitload of games, not all of them but alot of them. You can play CSS, TF2, Portal etc but games like COD4 and bioshock aren't present. And no you can't get banned for using this.

you will have full access to the games and features etc without actully having a cert on your PC. So yeah you can play CSS and all that as much as you like.
