Hello i just installed Team fortress 2 and in its status it says "Downloading: 0%"

And has no speed and is not going up, is it meant to do this?
When i try to launch it it says

The steam servers are currently too busy to handle your request. Please try again in a few minutes.

Help?

You need the latest team fortress 2 client content.gcf, and remember, THERE ARE NO HACK THAT WILL LET YOU DOWNLOAD ALL GAMES. Don't get scamed!

Download that file, put it in your steamapps folder, restart steam and let steam update tf2.
