Is there a way for me to replace textures inside of a GCF file?

I want to use my custom glowing skins on 100% of servers, since the admins have control over if they let people use custom skins or just default HL2 skins.

I made these skins for picking off campers in HL2DM from far away.

Just wondering if any tools exist yet, or if I can create my own GCF files with Source SDK.

You can't edit or make a GCF, all you can do is use custom skins the normal way.
