need some help

i have a crack for cyber cafe is a steam.exe that is like a fake cert or smth whatever you must delete the steam.exe from steam folder and put this in it's place then you must login and it will be like a cyber cafe account
but when i try to login it says
C:/Windows/System 32/ allowdl.txt not found please give me that if you have it
if you help me i'll share the crack with you

IF you want an easy way to get steam games for free you should try Universal Patcher (i think thats the one). It wont let you download all steam games, but alot of them. Plus for the ones that wont download, just find a mini GCF
