Can't launch half life 2 EP 1

EDIT: succesfully launched EP 1 with UCL, downloaded all the required GCF's for EP2. Same problem, except it wont work even with UCL.

Programs tried: dlpm, steamup, undeadpatch, UCL.
"Servers are too busy to ..." says it all the time...

need some good advice.
