It mostly depends on the cooling. i7 OCs pretty nicely, but you can surely OC Phenoms to 4-4.5ghz too. :) and I use AMD and will use AMD because it's a lot cheaper.
Just get a old nonsteam release of HL2 and install gmod9 to the same folder. Then you could run it nicely.
Gmod 9 doesn't work on Steam because the HL2 engine has been updated a lot since. At least not for me.

Technically it depends on the laptop. Most laptops have the graphics card integrated to the motherboard. Some laptops have a dedicated graphics-card, which use the Mini-PCIE slot.

GPU: AMD Radeon HD5570 1GB
RAM: 4gB DDR3 1333MHZ
HDD: 2x 120gB SATA
DVD-DRIVE: Some crap which only reads dvds.
MOTHERBOARD: Asrock N68-S3 UCC
All this was < 250€.
Well if you have lots of money, I'd opt for Intel. They OC better than AMD cpus.
I currently have an AMD Athlon II X3 and it overclocks @ 3.7GHz. I think I could push further but either my mobo or rams are limiting it.
I wouldn't sign this: My 9500GT overheated.
I'm not a fanboy of either one, but I use an ATi card currently, just because it was cheap. It's a HD5570 btw and it runs Bad Company 2 well enough for me to actually play it. :)
I hate the new start menu, just squares all over the menu. And the fact they are trying to kill the traditional desktop just makes me go nuts :D because I had a Windows Phone for some days and by the looks it looks 99% the same.
The latest java update increased my FPS in minecraft by a bit. The biggest problem in Minecraft is that it's coded in java, while it could have been made with a low-level language (like C++). That would kill the "easy" multiplatform support, though :)
Sometimes I hate the fact I've spend too much time gaming and just spending my life with people online.. :) But well the solution is simple, going out sometimes.
