CS:S client file out dated (as of July 7th 2011)

I wonder if i'm the only one experiencing with the "server too busy" thing at the moment.

i believe the client.gcf file is out dated again.

can anyone upload the newest version?

and is there any way to figure out(ASAP) when the file gets outdated or not besides/before seeing that "server too busy" message?
