"File not available or not owned"sur CF toolbox

Hello,
Here is my problem, I would like to download games steam.
So I'm going to CFtoolbox, but when I download a file I marked "File not available or not owned." I think we need an account to download cracker but I'm not.
In addition to its course if I could save my game is updated directly by the software.
So please help me to resolve this error.

You must have an account that owns the game you're trying to get. Some files don't require you own the game (winui.gcf for instance) while others require ownership of the game (counter-strike source client.gcf).

To solve this just simply download the file you cannot download from our content sharing forum. http://www.freesteam.org/forums/gcfs-ncfs-game-files/
