Steam Servers Too Busy? (SteamUp)

Okay, last night whenever I go to download a game it says that the steam servers are to busy. ( I am using SteamUp ) So this morning at 6:00 I tried to download it again and it said the servers were too busy again. WHat is wrong, is this a problem with SteamUp?

( I am trying to download Need For Speed: SHIFT )

How would I go about getting the nfc/gcf files for Need For Speed Shift?
I don't even know what nfc/gfc's are...

I couldn't find any nfcs for NFS: SHIFT... I guess I should request them. I did some research and it turns out NFS: SHIFT only uses a nfc I think.

EDIT: Well, say I want to download Black Ops... (a game I think would most likely already have a .gcf or a .ncf) I searched but all I got was this post with like a BUNCH of download links... All i need to do is download Black Ops, so where can I get the .gcf or .ncf for Black Ops that lets me download it?

i think its better if you download the skidrow crack but you cant play online obviously you can download it on utorrent or look for it here http://freesteam.org/forums/other-steamapps-gcfs/14221-steam-games-new-links.html
