I'm having a slight issue:

I save this to C:\Program Files\Steam\steamapps
Then reset steam
And clicked it on my "Installed" List, at the bottom.
It said "Download Starting", then "Steam servers are too busy to handle your request"

I would be very thankful if someone were to assist me!

I used to have the problem, somehow i fixed it myself.
The file is 5.25MB not 5.20, make sure you have downloaded the full file and its for team fortress 2
I use crashoverside 's steam launcher.
