The NFCs are basically the same thing as a GCFs. so their use is the same as GCFs.

Only in SteamApps nothing more, not in a subfolder or smething like that, just in SteamApps.

ncf's are just file lists that steam uses to keep track of the updated status of external content. If you want to play the game you will need the files in "%steamdir%/steamapps/common/gamename/"

Also to play bioshock in steam you will need the exported cd key, a cracked paul.dll and an exported securom authentication.
